Regulation of Doctoral Studies

Article 1 General principles

This Regulation defines the structure, operation and conditions for admission to the Doctoral Studies Program (PDS) as well as the procedures for preparing a doctoral dissertation and obtaining a Doctoral Diploma (D.D.) in the Department of Accounting and Finance of the School of Economics and Administrative Sciences of the University of Ioannina. The Doctoral Program of the Department of Accounting and Finance aims to promote knowledge and original scientific research in thematic areas that fall within the cognitive / research fields taught in the Department. The DSP is organized and operates in accordance with the provisions of Law 4485/2017, of the general institutional framework as it applies each time, as well as the provisions of this Regulation.

 

Article 2 Prerequisites for inclusion in the Doctoral Program

Candidates with the following minimum qualifications are eligible to apply for a doctoral dissertation: a) University degree of the home country or from a foreign institution recognized as equivalent; b) Diploma of Postgraduate Studies from a domestic university, or from a foreign institution recognized as equivalent, or of a single and integrated postgraduate degree of article 46 of law 4485/17 (AD 114). c) Very good knowledge of English

 

Article 3 Procedure for submitting an application for a doctoral dissertation

The invitation for expression of interest for the preparation of a doctoral dissertation is published twice a year at specific intervals following a decision of the Assembly of the Department. The invitation includes the thematic research fields that are part of the cognitive / research fields that are relevant to the Department, the Supervising Faculty Members per research field and their contact details. In addition, the invitation describes the required supporting documents, conditions, terms, deadlines and procedures for submitting applications and selection of doctoral candidates, as well as their additional obligations, clauses, deliverables and time limits for completing the dissertations. The applications of the candidates are submitted to the Secretariat of the Department.

 

Article 4 Required documents

  • Application for a doctoral dissertation stating: proposed doctoral dissertation title
  • Suggested language for the doctoral dissertation (which can be Greek or English)
  • Proposed supervisor of the doctoral dissertation
  • Draft / research proposal of the Doctoral dissertation
  • Detailed Curriculum Vitae
  • Copies of diplomas
  • Recognition of equivalence of diplomas by the D.O.A.T.A.P. (for university graduates from abroad)
  • Certificate of detailed grading (transcript) of undergraduate and postgraduate courses
  • Two (2) letters of recommendation from faculty members
  • Proof of very good knowledge of English (for candidates who are not graduates of English-speaking institutions)
  • Copy of police ID card
  • Optionally any other element that can assist in the substantive evaluation of the application, such as scientific publications, certificates of participation in research projects.

 

Article 5 Procedure for selection of doctoral candidates

After the expiration of the deadlines provided in article 3, the Assembly of the Department, classifies the applications based on the relevance of the research field, and appoints a three-member committee per category of applications. Each three-member committee, consisting of faculty members of the Department, examines the applications and invites the candidates for an interview. It then submits a memorandum to the Assembly of the Department, which states the reasons why each candidate should or should not be accepted, as well as the proposed supervisor, if he/she has not been nominated by the candidate. The Assembly of the Department, after taking into account the memorandum of the committee and the opinion of the proposed supervisor, approves, or justifiably rejects the application of the candidate. The decision of the Assembly stipulates:

  • the supervising faculty member of the dissertation;
  • the members of the three-member advisory committee, which supervises and supports the elaboration and writing of the dissertation;
  • the language of the dissertation; and
  • the courses that the candidate must attend (if the Assembly deems it appropriate).

 The names of the doctoral candidates, the supervisors, the members of the advisory committee, the titles of the dissertations prepared and a short summary of them are posted on the website of the Department in Greek and English.

 

Article 6 Supervision of doctoral theses

Supervisor of doctoral thesis

Faculty members –professors, associate professors, and assistant professors of the Department of Accounting and Finance—are entitled to supervise doctoral theses. Each faculty member can supervise a maximum of three (3) doctoral dissertations during the same time period.

 

Three-member Advisory Committee

The Three-Member Advisory Committee is appointed by the Assembly of the Department and has the authority to supervise and support the elaboration and writing of the doctoral dissertation. One member of the committee is the supervisor of the dissertation. The other two members may be: faculty members -professors, associate or assistant professors of the Department or from other HEI, professors from recognized as equivalent institutions abroad who hold a doctorate, researchers of levels A, B or C from research centers of article 13a of Law 4310/2014, including the research centers of the Academy of Athens and the Institute of Biological Research of the Academy of Athens or from recognized research centers that have the same or related subject matter with the dissertation in question. At least one faculty member from the first three levels of the relevant Department participates in the committee (par. 2, article 39, Law 4485/2017).

2a. Replacement of members of a Three-Member Advisory Committee

If for any reason the supervisor is no longer available or is found unable to perform the duties of a supervisor for a long time, the Assembly of the Department assigns the supervision: to another faculty member, at the request of the candidate and in the opinion of the proposed supervisor, or to one of the other (2) members of the three-member advisory committee, even in excess of the maximum number of doctoral candidates that each supervisor can have. Similarly, if for any reason a member of the three-member committee disappears or is found to be unable to perform his / her duties for a long period of time, or if the development of the doctoral research requires the reconstitution of the three-member committee to consist of those members most suitable for the framework and support of the doctoral dissertation, the Assembly of the Department replaces the member of the three-member committee at the request of the supervisor and based on the opinion expressed by the proposed and replaced member.

2b. Transfer / retirement of a supervisor

If the original supervisor moves to another HEI or Department of the HEI or retires, he / she continues to be the supervisor of the doctoral dissertations he / she has undertaken and the title is awarded by the HEI, to which the Department belongs, where the doctoral dissertation began.

 

Article 7 Duration, rights and obligations of PhD candidates

Duration of Doctoral Studies

The duration for obtaining a doctoral degree is at least three (3) full calendar years from the date of appointment of the three-member advisory committee (par. 1, no. 40, Law 4485/2017). The maximum duration for obtaining a doctoral degree is set at six (6) full calendar years from the date of appointment of the Three-Member Advisory Committee, with the possibility of extension for a certain period by decision of the Assembly of the Department up to one (1) calendar year, after recommendation of the Three-Member Advisory Committee. Candidates can during their studies in the Doctoral Program to request with a sufficiently reasoned application the suspension of the above period for up to 2 years in total. The time of suspension of study is not counted in the maximum duration of the doctoral dissertation. During the suspension of study they do not benefit from the rights and benefits provided for doctoral candidates.

Rights of doctoral candidates

Doctoral studies are offered free of charge. PhD candidates have up to five (5) full academic years from their first enrollment, all the rights and benefits provided for second cycle students. In addition, they retain rights to access, lend and use the electronic services of university libraries for up to five (5) years after the completion of their doctoral dissertation (par. 3, article 40, Law 4485/2017).

Obligations of doctoral candidates

PhD candidates renew their enrollment at the beginning of the academic year by submitting and getting approval of the annual progress report. The progress reports are submitted and presented to the Three-member Advisory Committee and approved by the Assembly of the Department, following a positive suggestion of the supervisor and the other members of the Three-member Advisory Committee. In case of a negative recommendation, which must be endorsed by at least two members of the Three-Member Advisory Committee, PhD candidates can submit a corrected progress report within six months. A copy of the memorandum, as well as comments on it by the supervisor and / or the Three-Member Advisory Committee are registered in the individual file of the candidate (article 40, par. 2 of law 4485/2017). Doctoral candidates are obliged to contribute to the academic operation of the Department by participating in the organization of scientific and other activities of the Department (conferences, workshops), in workshops, teaching tutoring courses and exercises to undergraduate students, supervising undergraduate and postgraduate examinations, under the guidance of the supervisor and the approval of the Department Assembly.

 

Article 8 Elaboration of a doctoral dissertation

Instructions for writing a doctoral dissertation

The exact structure and scope of the doctoral dissertation are determined based on the usual practice for dissertations in the wider scientific field, with the main criterion being to best serve the purposes of the proper performance of the candidate’s research contribution and facilitate its exploitation by others. If the dissertation is written in Greek it includes a short summary in English, while if it is written in English it includes a short summary in Greek. Change of doctoral dissertation title

The title of the doctoral dissertation can be modified to better reflect its content depending on the development of the doctoral research, provided that the subject described by the new title remains within the subject matter of which the original title was included. The modification of the title can be done at any time at the request of the doctoral candidate, a positive suggestion of the Three-Member Advisory Committee and approval of the Assembly of the Department. In particular, it is permissible to change the title so that (a) it reflects a more specific topic than originally defined and (b) adds research fields related to the originally defined object. The change described in this paragraph does not imply a change in the time taken to complete the dissertation. In case the title of the dissertation changes completely in relation to the initially approved title, the doctoral candidate submits a detailed substantiated scientific proposal and draft of the proposed doctoral dissertation and the application procedure described in Article 5 of this Regulation is followed from the beginning. The time already spent in the doctoral program with the previous subject is not counted.

 

Article 9 Support / evaluation of the doctoral dissertation

Upon completion of the doctoral dissertation, the doctoral candidate submits an application to the Three-Member Advisory Committee for public “defence” and evaluation. The Three-Member Advisory Committee accepts or substantially rejects the candidate’s application. If the Three-Member Advisory Committee rejects the candidate’s application, the candidate may submit a new application after three (3) months, in which he will analyze the ways in which he has dealt with the comments and has incorporated the advice of the three-member committee. In case of possible rejection, the same procedure is repeated for the last time. If the Three-Member Advisory Committee accepts the candidate’s application, it prepares a detailed report, which it submits to the Assembly of the Department and requests the appointment of a seven-member examination committee for the review of the doctoral dissertation.

The seven-member examination committee consists of:

  • The members of the three-member advisory committee, except for the retired members, who by decision of the Assembly of the Department are replaced by an equal number of members who meet the criteria of the second and third paragraph of paragraph 2 of article 39 of Law 4485/2017 and four (4 ) additional members who are: faculty members –professors, associate prof. and assistant professors– of the relevant or other HEI, professors from institutions recognized as equivalent abroad, who hold a doctorate, researchers of the first, second or third degree from research centers of article 13A of N 4310/2014, including the research centers of the Academy of Athens and the Institute of Biological Research of the Academy of Athens or from recognized research centers or institutes abroad that have the same or related subject matter with the doctoral dissertation in question.
  • If a member of the three-member committee has retired, resigned, is unavailable or is on legal leave, he is replaced by a decision of the Assembly of the Department.

Within two weeks of the appointment of the seven-member committee, the doctoral candidate submits the dissertation electronically to all members of the seven-member committee. The doctoral dissertation is publicly supported by the doctoral candidate.

The thesis support date is announced to all members of the University Community by the Department Secretariat. The public defence process presupposes the physical presence of at least four (4) members of the examination committee, while the other members can participate by video conference. Following the support, the selection board meets without the presence of third parties and judges the work in terms of quality, completeness, original thinking and contribution to science. Those who have previously been members of the three-member advisory committee of the doctoral dissertation and have been replaced may attend the meeting of the seven-member examination committee, without the right to vote. The approval of at least five (5) members of the seven-member Examination Committee is required for the approval of the Doctoral Thesis.

The doctoral dissertation is evaluated with the following scale: “Excellent”, “Very Good”, “Good” and the grade is recorded in the relevant evaluation report of the dissertation. The date of receipt of the doctoral degree signifies the date of successful examination of the Doctoral Thesis.

  • In case the seven-member committee does not approve the Doctoral Dissertation, the doctoral candidate may submit a new application to the three-member advisory committee for public defence and evaluation of the dissertation after at least six months. If during the second support of the doctoral dissertation the seven-member committee does not consider it satisfactory, the doctoral candidate is deleted from the doctoral program without being awarded a title.
  • In the event that in the opinion of the majority of the members of the seven-member committee of the dissertation needs corrections, but not so crucial that it is deemed to be rejected, the required changes are recorded in the minutes and within three (3) months the candidate must submit to the seven-member committee an updated version of the dissertation accompanied by a report analyzing the ways in which the comments of the above committee were dealt with. If the seven-member committee evaluates the interventions as satisfactory, it prepares a relevant certificate and the dissertation is considered as successfully completed. The certificate is submitted to the secretariat of the department and is registered in the file of the doctoral candidate. In this case, the date of receipt of the doctoral degree signifies the date of preparation of the certificate of the seven-member committee.
  • If the seven-member committee evaluates the interventions as unsatisfactory then its initial judgment is considered negative and the doctoral candidate is expelled from the doctoral program without being awarded a title. In this case, the seven-member committee draws up a relevant report documenting the reasons why the interventions are considered unsatisfactory, and submits it to the secretariat of the department. The relevant report is registered in the file of the doctoral candidate.

 

 Article 10 Doctorate award and certification

After the successful support of the dissertation, the candidate is nominated for a Doctorate of the Department at an upcoming meeting of the Assembly of the Department. After being nominated for a Doctorate by the Department, the candidate must submit a copy of his / her doctoral dissertation in printed and electronic form to the Department Secretariat, the Library of the University of Ioannina and the National Documentation Center. The swearing-in ceremony, as well as the type, form and content of his / her doctoral degree follow the standards of relevant decisions of the University of Ioannina.

 

Article 11 Copyright

The doctoral dissertation is a work of cooperation, in the sense of article 7 of law 2121/1993 as amended and in force, with co-creators the doctoral candidate and the supervisor and the copyright on it belongs 80% to the doctoral candidate and 20% to the supervisor.

 

Article 12 Reasons and procedure for deletion from the registers of doctoral candidates The Assembly of the Department of Accounting and Finance, after the proposal by a majority of the Three-member Advisory Committee, may decide to delete doctoral candidates if: they do not renew their annual registration; there is stagnation of their work in the context of the doctoral dissertation or their progress is considered insufficient; have unreasonably interrupted the work of preparing the Thesis; do not submit annual detailed notes on the progress of their dissertation; have committed a serious disciplinary offense; have committed a serious moral misconduct that is inconsistent with the status of PhD candidate, such as plagiarism; do not cooperate with the supervisor and the three-member advisory committee.

 

Article 13 Elaboration of a doctoral dissertation under co-supervision

The Department of Accounting and Finance of the University of Ioannina may cooperate with research centers and institutes of the country for the preparation of a Doctoral Thesis under supervision, provided that the conditions provided by article 43, par. 3 of Law 4485/2017 are met. Αny relevant issue regarding the elaboration of doctoral dissertations with recognized as equivalent institutions or research centers and institutes abroad, is determined by decision of the Minister of Education and Religious Affairs published in the Government Gazette.
